Our company organized Chemical Leakage Emergency Evacuation Drill at 8:00AM on August 22, focusing on the dimethyl ether leakage accident in the Class A tank area.

This emergency drill was highly valued by managers and employees of relevant departments. Before the drill, in order to improve the effectiveness and authenticity of the drill, and the ability of the participants in each department to coordinate with each other during the drill, the Department of Safety and Environmental Protection has organized a script simulation meeting. During the meeting, various departments carried out active discussions centered on the script, and conducted in-depth discussions and corrections based on the problem points in the script, which paved the way for the formal start of the exercise.

At 8:00 on August 22, all the personnel participating in the exercise quickly took their place. Firstly, Zhangchao Zhao, the duty officer of the Class A tank farm, discovered that the No.9 combustible gas alarm of the No.1 dimethyl ether storage tank in Class A tank farm gave an alarm. According to the emergency plan, he deploy and notify the emergency response personnel of the Class A tank farm to quickly enter the emergency response state.

At the same time, according to the monitoring and on-site feedback, Zhao Zhangchao, the duty officer of the Category A tank farm, pressed the emergency cut-off switch of the central control room to cut off the gas source of the remote hydrocarbon pump.

The personnel on duty in the Class A tank farm reported to Chaohui Guo, deputy general manager of the commander-in-chief, and the situation occurred at the tank farm site. The commander-in-chief issued emergency evacuation instructions to all departments according to the relevant handling links of the emergency plan, and then the person in charge of each department quickly entered the emergency evacuation, notify subordinate employees for emergency escape immediately, all personnel flee to the emergency assembly point to gather. Also Chaohui Guo notify the guards to guard outside the Class A tank area, notify the relevant personnel of the finished product storage department, and let the logistics vehicles leave the pickup area immediately.

At the same time as the emergency escape, the Class A tank farm is undergoing emergency treatment for the dimethyl ether pipeline. The emergency personnel of the Class A tank farm, Jiangang Lan and Guoli Liu arrived at the tank farm in time, brought plugging tools, and arrived at the leak location to stop the leak. At the same time, the tank farm emergency response personnel Zhiqiang Ren was ordered to activate the tank farm’s storage tank rain system to protect the adjacent storage tanks and turn on the fire water monitor to suppress the leakage point.

The disposal personnel of the tank farm carried out plugging treatment on the leakage points of the tank farm, and completed the related work of plugging the leakage points of the pipelines in the tank farm.

At the same time that the leak plugging treatment is in progress, all the firefighters of the company's fire brigade are ready to go and start the fire truck to rush to the scene immediately. After the fire brigade arrives at the scene, the leakage point will be diluted with water mist according to their respective duties.

After the fire brigade cooperated with all the members and emergency response personnel of the Class A tank farm, the emergency response of the dimethyl ether leak was completed, and the emergency response personnel reported to the emergency commander that the emergency response was completed.

Subsequently, the commander-in-chief of this exercise commented on the problem points of the exercise, and pointed out the shortcomings of some emergency response parts, and how to improve the ability of emergency escape and on-site disposal in the future process, and deal with related issues. The problem points were recorded and archived. Finally, the emergency commander Zhaohui Guo announced the official end of the emergency drill.
